BizSAFE STAR Certification: What SS 506 Part 1 Actually Requires

BizSAFE STAR is the highest tier of Singapore’s BizSAFE programme, requiring your WSH management system to be certified against SS 506 Part 1.

That certification is carried out by an accredited certification body, not an approved auditor, and the evidence bar is higher.

What STAR adds on top of Level 4

Level 4 is assessed by an approved WSH auditor. STAR is a certification audit against a published standard, carried out by an accredited body, with surveillance audits afterwards. The system you built for Level 4 is the foundation, but the evidence requirements are stricter and the audit is less forgiving of gaps.

The SS 506 elements auditors focus on

  • Objectives and programmes that are measurable, resourced and reviewed, not aspirational statements.
  • Operational control covering contractors and visitors, not only direct employees.
  • Performance monitoring with both lagging indicators (incidents) and leading indicators (inspections, training completion, near-miss reporting).
  • Competence demonstrated through records that tie each person to the tasks they perform.
  • Continual improvement evidenced across at least one full management cycle.

Contractor management is the usual gap

Singapore companies that manage their own staff well often lose points on subcontractor control. If a contractor works on your premises, their risk assessments, permits and training records are part of your system. Auditors ask for them.

Maintaining STAR after certification

Certification is not the end. Surveillance audits are scheduled through the certification cycle, and a system that goes quiet between audits will show it. The companies that keep STAR without drama are the ones running internal audits and management reviews on schedule.
